One in three workers in the Netherlands reports ‘underutilization’

In the report “Kwalificatieveroudering in Nederland, aard en omvang, oorzaken en gevolgen” (dutch only) TNO shows that one in three dutch employees feel underutilized.

They have more knowledge and skills than they need for their work. The National Working Conditions Survey 2010, 2011 and 2012 by TNO and Statistics Netherlands show that this phenomenon is persistent.

This degree of “underutilization” of available human capital is not only remarkable, but it is also a waste. A waste of the huge investment that Dutch society has committed in building this now untapped supply of human capital.
